ABOUT ANN WARNER

ANN WARNER, Managing Partner of Ann Warner LLC, is a known government relations leader focusing on supply chain, infrastructure and transportation policy development, funding, and advocacy for international corporations, trade associations, and coalitions.
Prior to forming Ann Warner LLC in 2013, Warner held senior positions with U.S. affiliates of international corporations and major trade associations.
As Vice President and Director of Government Affairs with ARCADIS U.S., Inc., Warner created, managed and grew the company’s first Washington, DC government relations office.
While serving as Vice President and Manager of Government Programs for Bechtel Infrastructure Corp., Warner advocated for progressive infrastructure policies and Increased funding before the U.S. Congress, and provided strategic advice, intelligence and insights on policy initiatives, funding levels, and agency implementation to Bechtel’s customers, internal colleagues and project managers, along with industry stakeholders, and state/local decision-makers.
Earlier in her career, Warner served as Vice President, Government Relations for the Airports Council International- North America, and held similar high-level positions with the International Bridge, Tunnel, and Turnpike Association, and the Air Conditioning Contractors of America.
Her tenure on Capitol Hill included legislative responsibilities for former U.S. Representative Ken Kramer (R-CO) and the late U.S. Representative Phil Crane (R-IL).
Warner is active in various infrastructure-related trade associations, including the Aero Club, American Public Transportation Association, Capital Investment Grant Program Working Group, The Road Gang, Transportation Research Forum, and Women’s Congressional Golf Association.
Warner holds a Master in Business Administration degree from The College of William & Mary in Williamsburg, VA and a Bachelor of Arts degree, double majoring in History and Political Economy, from Hillsdale College in Hillsdale, MI.
Born and raised in Denver, CO, Warner lives in Northern Virginia.
ABOUT DAVID BARNES

DAVID BARNES, Principal, Government Relations and Communications, at Ann Warner LLC, offers unique congressional relations and communications skills honed during his career in Washington, DC including service in two Federal agencies, on Capitol Hill and as a respected journalist for national trade publications. He specializes in communicating complex and often controversial legislative and regulatory policy issues into actionable information for public and private sector stakeholders.
David retired in September 2025 from the U.S. Government after 25 years of service in congressional, media and public affairs for the Treasury Inspector General for Tax Administration (TIGTA) and the Office of Inspector General of the U.S. Department of Transportation (DOT-OIG).
During his tenure as TIGTA’s congressional and media liaison, David raised the profile of the agency responsible for independent oversight of the Internal Revenue Service on Capitol Hill and in the media on topics ranging from taxpayer customer service to investigating illegal access to tax records.
At the DOT-OIG, David developed and executed multi-year media campaigns to increase awareness of the agency’s oversight audits and criminal investigations of federally funded infrastructure projects, transportation safety and aviation security. He was a featured speaker at national investigative reporting conferences on contract fraud and trucking safety.
Earlier in his career, David documented the transformation of federal agencies for national business-to-business journals. As Associate Editor at Traffic World magazine, David reported on the demise of the Interstate Commerce Commission and the subsequent creation of the Surface Transportation Board as well as the restructuring of the Federal Maritime Commission. As Senior Correspondent at Transport Topics magazine, David covered the creation of the Federal Motor Carrier Safety Administration and the first overhaul of federal regulations governing the amount of time truck drivers can spend behind the wheel.
Earlier in his career, David worked as press secretary and legislative assistant for former U.S. Rep. Richard Zimmer (R-NJ-12) and for newspapers in New Jersey and Pennsylvania.
He is a graduate of American University with a degree in print journalism and is currently pursuing his master’s degree in history at Southern New Hampshire University. David and his wife Jane reside in Virginia.
